LSPU undergoes ARTA Training

The Laguna State Polytechnic University (LSPU) underwent a training on Anti-Red Tape Act of 2007 (ARTA RA 11032) via Zoom, Dec. 19.

Headed by the Anti-Red Tape Authority (ARTA) of the Office of the President of the Philippines, the online training was attended by identified employees from different offices of the university across campuses.

The training was composed of two batches (morning and afternoon) for the discussion of the RA 11032, the composition of the Committee on Anti Red Tape (CART), and ARTA programs and services.

For the morning session, Atty. Airah Lyn M. Delica went over the salient contents of the RA 11032 such as its coverage, processing time, automatic approval, reengineering, limitations of signatories, and citizen’s charter, among others.

Meanwhile, Jose Rondo D. Rocabo talked about the guidelines on the designation of the CART, legal basis, general guidelines, compositions, and functions.

Mr. Rocabado also explained the situation that brought forth the establishment of ARTA, salient features of ARTA, inclusion of ARTA in the Marcos Administration’s 8-Point Socioeconomic Agenda, and the agency’s specific activities and services (e.g., manuals, online data portal, report card survey, etc.,).

He also presented the whole-of-government approach and its components such as measure, improve regulations, re-engineer, and digitize, under which their specific services fall.

During the open forum, which was conducted after the session, matters that were clarified included the business days of service processing, managing concerns about internal services, new format for the citizen’s charter, and supervising agencies in the monitoring of ARTA.

Also delivering their messages for the orientation were Dr. Karl Joseph D. Sanmocte, Regional Head of the ARTA Southern Luzon; Dr. Mario R. Briones, University President; and Engr. Beltran P. Pedrigal, Vice President for Administration.

The same contents are scheduled to be discussed for the afternoon session.
