DBM holds Budget Forum 2025 among SUCs in Calabarzon

The Department of Budget Management (DBM) conducted the Fiscal Year (FY) 2025 Budget Forum at the Laguna State Polytechnic University-San Pablo City Campus (LSPU-SPCC), Jan. 25.

Headed by the DBM, the event was attended by the budget officers, accountants planning officers, and other concerned officials of different State Universities and Colleges (SUCs) in the Calabarzon region. These are the Cavite State University (CavSU), Batangas State University-The National Engineering University (BatSU), University of Rizal (URS), LSPU, and Southern Luzon State University (SLSU).

The forum went over the topics of FY 2025 budget preparation at a glance; reminders in the preparation of budget proposals for inclusion in agency Personal Services (PS), Maintenance and Other Operating Expenses (MOOE), and Capital Outlays (CO) services; updates on budget preparation forms and instructions; submission of requirements and budget preparation calendar; and guidelines on the release of funds for FY 2024.

Specifically, the forum had a discussion on medium-term fiscal framework; expenditure management framework, and guidelines in preparations of the national budget; guidelines in the formulation of Tier 1 & 2 budget; budget preparation forms with changes; required supporting documents to budget proposals; updates in Annex B; general and specific submission requirements; and FY 2025 Budget Preparation Calendar.

After the discussion, an open forum was also conducted to clarify matters among the participants. 

For his welcome remarks, Dr. Mario R. Briones, University President of LSPU, emphasized the importance of the forum to enlighten the participants to be more aware and accountable in all their transactions. 

“This will ensure that we have a more controlled foresight of the future and the circumstances it holds,” President Briones stated. “Thanks largely to this activity that will be of great use in ensuring that the tenets of transparency, accountability, and integrity are always upheld.”

One of the agency's key messages is the optimization of the allocation of the FY 2025 budget in line with the impact of the country's debt burden and competing demands of government agencies. 

DBM also reminded the participants to ensure that only those agency proposals, which are implementation ready, are included in the budget.
