Dr. Nestor M. de Vera, LSPU President issued a memorandum to 5 Key persons in LSPU to discuss in details with JICA consultant some ma-jor concerns related to IT-BPO, Industry-academe linkage mechanisms, field of Automotive Technology, and curriculum review and process. The following LSPU Directors, Chairpersons attended the meeting: Dr. Ricar-do F. Wagan III, Ed.D. – Vice President for External Affairs, Dr. Edwin A. Pailan, Chairperson Job Placement, Dr. Zenaida O. Vitasa, CIDQA Direc-tor, Dr. Mia Villarica, Asso. Dean-CIT, Dr. Edilberto Andal, Dean, CIT, and Dr. Florhaida V. Pamatmat, Director, International and Local Affairs.
The JICA Detailed Planning Survey Team headed by Mr. Hiroyuki Kanzaki, Institutional Human Resource Development Consultant, gath-ered information based on the questions prepared for the purpose of survey to be answered by the LSPU Faculty and Directors. The JICA Pro-ject is in partnership with DTI, CHED, TESDA, PEZA, DOLE, NEDA, and SUCs, including private and government owned training centers, compa-nies and organizations within the Region.
There are four proposed members of(4) TWG Member universi-ties for Region IV such as Laguna State Polytechnic University, Cavite State University, Batangas State University, and Technological University of the Philippines (Batangas and Cavite).
The main points for discussion during the consultation are as fol-lows: Target Industries/Target Sites of the Project, Project Scope, Project Implementation Structure, Cooperation from Private Sector and some undertaking to be conducted.
The following IHRD Issues were identified from SUCs during the meeting: lack of adequate opportunities for dialogues between industry-academe in manufacturing sectors, lack of opportunities for faculty members to be trained and for learning along the latest technologies in the industry sectors, there were few or no result at all in terms of collab-orative research between the academe and company partners. Moreover it was found out during the survey that there is a need to learn practical skills for on-site use, acquire soft-skills such as work ethics, attitudes, and inter-personal communication skills among the OJT students, stand-ardization of OJT in educational and training institutions should be strengthened, promotion of understanding and industry spe-cifically on corporate culture and career paths. Hence, JICA project may supply the following assis-tance to universities: help deep-en dialogue with industry, identi-fication or reflection on the needs of industry and education curriculum content, provision of opportunities and incentives for both teachers/trainers and stu-dents to update their knowledge and skills, secure facilities and equipment to both quality and quantity, strengthen career guid-ance and employment support services.
The expected output of the project will be: development and or introduction of a better operational models for IHRD ad-dressing job-skill mismatch with industries, development of better operational models for strengthening linkage between FDI and local suppliers. The tar-get of the proposed 4-year pro-ject is CALABARZON considering its existing industry agglomera-tion of automobile and electron-ics, and considering its conducive industrial geographical location.
